The directions of research carried out by Petrozavodsk University on the development of end-to-end technologies for the production of functional products that enhance food security in the Northern regions of Russia.

To ensure food security in the regions of the North of Russia, it is necessary to take into account the specifics of the territories of these regions, including natural resources and natural and climatic conditions, the availability and prospects for the development of the economy and industry, the potential for implementing investment projects, and the state of the transport infrastructure.

The article reveals the investment and innovative policy of the region. The main idea of this policy is to provide the forces of social mechanisms of innovative and reproductive development based on the use of the region’s competitive advantages and, first of all, on building up its investment and innovation potential. The development of the main directions of the regional policy, taking into account the conditions and achievements of the region, can provide an opportunity to concentrate the region's resources in breakthrough directions of development, repeatedly increase innovation and investment activity, improve the quality of state regulation and management of the region that will ensure its competitiveness.

The article reviews theoretical aspects of budgetary risk, its place in the system of financial risks. The author also describes methodical aspects of the estimation of budgetary risks using statistical methods. Further these methods are used to assess the budget risks of the regional budget of the Rostov region.

The difficulties of public education have not lost their relevance today. Vivid personalities served and serve as substantial support in the matter of education. This article raises the question of the development of public education in the Kuban region, as well as the influence of the outstanding enlightener Lieutenant General I.D. Popko on this process. Having conducted a historical analysis of the personal library of the Kuban figure, the authors define the goals, chronological and territorial frameworks of the educational activities of Ivan Diomidovich. The basis of the study was the catalog left by I.D. Popko in a noble house in the city of Stavropol, as well as in the work of I.V. Dubinin and I.G. Ivantsov «Materials for the bibliographic reconstruction of the catalog of the personal library of Ivan Diomidovich Popko» [8].

Currently existing macroeconomic and technological risks in agriculture, combined with the complex conditions of production in the Arctic regions, impose special requirements for state regulation of the agricultural sector. The subject of the study is the mechanisms of agricultural policy aimed at the development of agricultural production in the Arctic region. The potential of the discipline «Russian as a foreign language» has been revealed in achieving the goals of organizing a multicultural environment through means of interethnic and ethno-cultural communication, taking into account its main components, among which special attention is given to discursive and strategic aspects. The main characteristics of skills and competences whose development is mediated by didactic-methodological means of the discipline «Russian as a foreign language» with a more profound mastery of the language of the specialty, taking into account the features of interethnic and ethno-cultural communication, are revealed. Their importance for successful professional socialization in conditions of interaction and cooperation of regions is shown.

The article presents the main approaches to the definition of «regionalism». Thematic groups of regionalisms of Ekaterinburg: street names, monuments, educational institutions are examined. Collected regionalisms complement «the Dictionary of regionalisms» in the city of Yekaterinburg under the editorship of T.V. Popova. Regionalisms acquaint residents and visitors of Yekaterinburg with conversation, modern language.

The purpose of the article was to provide information on the development of improvement of the regional commissions on the regulation of social and labor relations, taking into account the analysis of the effectiveness of the commissions and identify best practices. The materials contained in the work can be used by the representatives of regional Executive bodies, employers ' and trade unions, who are members of the regional trilateral commissions, in the preparation of trilateral agreements and monitoring their implementation.

The relevance of a question is caused by insufficient level of modernization processes regulation and formation of educational systems in regions. The higher education markets and labor markets are insufficiently interconnected in regions. The main tendencies of higher education development by the example of Siberian regions and the Far East are presented in the monograph. Mainly, they are ambiguous or adverse by character. The prolongation of it can lead to decrease in long-term competitiveness of regional education systems and to strengthening of the capital education systems monopoly position. The role of Siberia and the Far East regions in volume of the top skills training, by the number of network of higher education institutions and the operating dissertation councils, decreases. Special attention is paid to development of the higher education in the Novosibirsk region taking into account resource base, economic branch and regional specifics. To overcome unpromising tendencies it is necessary to develop interaction of interested parties and systematized researches of regional higher education on a reliable information base. The offered recommendations, submitted to alignment of competitive positions of regional higher education institutions are addressed to the representatives of the regional and federal authorities, the analysts and the researchers of labor markets and higher education.

The processes of educational system development in Sevastopol, commonly referred to as modernization, are implemented as a state idea and a state project – “from above”, through the introduction of various innovations. The assessment of outputs and outcomes of innovation is not made from the standpoint of achieving the overall objectives of modernization but from the position of the successful solution of specific problems, which give a fragmentary idea about the current level of the city education system development as a whole.

In the present paper the structure of the social and economic potential of the territory is analyzed, the existing approaches and points of view are examined. The author describes content and structure of the territory potential, within which the functioning environment is highlighted. It is offered to use the resource-environment approach to the description of the marketing potential of the region; the key resource elements of the territory potential are closely described in the paper.

The paper considers the problem of the formation of a competent manager, who is able to fulfill the tasks, aimed at effective organizational development of not only autonomous enterprises, but also intensively forming innovative cluster formations of regions that is relevant in the current economic, social and political development of the Russian Federation. It is emphasized that today the formation and improvement of the manager's personal competence as a component of professional competence, acquires great importance in order to create the necessary conditions for the successful functioning of the territorial cluster. The structural and contextual essence of the manager's personal competence as a universal component of the individual is specified. The main features of the manager's personal competence in the context of cluster entities are determined, taking into account the specifics of the region, the comprehensive interaction of cluster enterprises, the features of corporate partnership and individual cooperation.

According to the author, political sections of the MTS (machine-tractor station) had opened print publications that contributed to the development of new business – the establishment of collective farms in the countryside. In comparison with other Soviet newspapers of the 1930s, the press organ of the MTS political department was carrying out its specific functions.
