The processes of educational system development in Sevastopol, commonly referred to as modernization, are implemented as a state idea and a state project – “from above”, through the introduction of various innovations. The assessment of outputs and outcomes of innovation is not made from the standpoint of achieving the overall objectives of modernization but from the position of the successful solution of specific problems, which give a fragmentary idea about the current level of the city education system development as a whole.

The problem of developing low-yield oilfields in the Orenburg region is an important problem for the regional economy. Changes in the natural structure of pore space occur during the filtration of fluids during the development of deposits. Technological (injected into the reservoir water) and natural (oil) fluids contain a large number of solid particles of various origins - mechanical, salt, biological, paraffin, resinous asphaltene, etc. During fluid filtration, part of the pores are blocked by these particles (collation of pore systems). Considering the existing technical solutions of the devices that allow to destroy the bottomhole formation zone and revealing their shortcomings, we proposed a device for multiple hydroimpulse impact on the reservoir, which can be used in conjunction with string pumps during well development.

The article investigates the problem of logistics support of the Separate Caucasian Corps on the basis of recently published materials, as well as archive data that was introduced into the scientific circulation for the first time. According to the author, modern rehabilitation facilities do not have psychological tool that helps people with chemical addictions to optimize their life orientations. The research methods: analysis of psychological literature on this subject; testing; method of mathematical data processing (Mann-Whitney U test, correlation analyses of data). Dependent persons have lowered indicators of reason to live and meaningful orientations. Their personal development is hampered because of a lower level of perception of the integral time of their life. They have higher level of such destructive orientations as confrontational coping, running away from a problem and higher level of constructive orientations – orientation on the solution of the problem, acceptance of responsibility and a positive reassessment of the situation. Sometimes constructive coping is associated with indicators related to the difficulties of personal development. Addicted persons’ tendency toward prosocial behavior is high. At the same time, the helping behavior is more pronounced, when the respondents believe in themselves and in people less. Based on the findings, the Program of Measures, accompanying the rehabilitation of dependent persons, has been compiled.

In the analytical consideration of the step-by-step development of domestic transport engineering, the main directions of the elaborated state strategy are outlined. The established priorities, guidelines and development mechanisms are noted. The article is devoted to the problem of modernization of the current school education system and the necessity of searching effective methods and means for students to be prepared for the tests and exams taking into account the modern requirements. The author defines the concept of «control-examinational strategies». The repertoire of knowledge and skills included in this type of strategies is presented. The necessity of teaching students control-examinational strategies is actualized and proved.

The winter wheat and triticale in the middle part of the Ural Mountains haven’t been seeded before. The technology of winter crop cultivation should be improved due to the production of new varieties of winter rye. Winter hardiness and yield of winter rye are higher in comparison with winter triticale and especially with winter wheat. The sowing period and the seeding rate influence the amount of yield and winter hardiness. The winter hardiness of winter cereals and the yield of the rye variety Iset sowed on August 25 and the yield of the triticale variety Bashkir short-stalked and wheat Kazanskaya 560 sowed on August 15 were higher. It is important to sow winter grain in local conditions in the second half of August. The sowing this period allows to provide plants with the necessary amount of positive temperatures (450–500 °C). This helps the plants to form 3–4 shoots of tillering and a mass of 10 dry plants reaching 3–5 grams. The winter grain crops in the middle part of the Ural Mountains should be sown with seeding rates of 6 and 7 million of sprouting grains per 1 ha, and the seeds must be cultivated with fungicidal preparation before seeding.

In the widespread implementation of the institutional fiscal policy, public deficits resulting from prosperity / monetary policy, played a major role in the financing of tax and non-tax resources, and the impact and consequences of this explicit financing. In this study basic literature, theoretical, philosophical and intellectual background of budgetary policies has been summarized. The article has also studied and examined financial rule applications.
