В статье рассматривается вопрос о необходимости использования электронного формата одного из важнейших документов о трудовом стаже гражданина РФ – трудовой книжки. Анализируются преимущества и недостатки такого формата, высказываются предположения о форме и содержании нового электронного документа; рассматриваются возможные пути реализации работы с электронными трудовыми книжками.

The paper considers the problem of the formation of a competent manager, who is able to fulfill the tasks, aimed at effective organizational development of not only autonomous enterprises, but also intensively forming innovative cluster formations of regions that is relevant in the current economic, social and political development of the Russian Federation. It is emphasized that today the formation and improvement of the manager's personal competence as a component of professional competence, acquires great importance in order to create the necessary conditions for the successful functioning of the territorial cluster. The structural and contextual essence of the manager's personal competence as a universal component of the individual is specified. The main features of the manager's personal competence in the context of cluster entities are determined, taking into account the specifics of the region, the comprehensive interaction of cluster enterprises, the features of corporate partnership and individual cooperation.

В статье рассмотрен человеческий ресурс как неотъемлемая часть организации, который необходимо постоянно развивать и оценивать. Существуют различные направления в оценке персонала, которая совершенствуется и выступает в качестве комплексного анализа. Именно Ассессмент-центр дает наиболее качественный результат в оценке персонала. В процессе исследования был проведен анализ литературы, а также подробно рассмотрен опыт применения Ассессмент-центра в «Компании М.видео».

В статье рассматривается актуальность осмысления понятийного аппарата, связанного мотивацией трудовой деятельности в организации, а также оптимизации мотивационного процесса с позиции экономичности. In the XXIst century the role of tax administration is becoming more and more important in the increasingly stiff competition and economic reforms in the World Economy. The article has studied the human factor regarding it as an inseparable part of tax administration. The article also investigates the following issues tax administration faces: provision of new tax privileges for imported goods, provision of favorable tax incentives for local goods in case of joining the Eurasian Economic Union, repression of tax/GDP correlation, etc. Imperfections was identified in each field and the ways for their solution have been suggested.

The article proposes a method for calculating the taxonomic formula for the geoecological hazard of the cadastral district. The engineering-geological zoning map uses for calculating the balance of the territory by the hazard index – the basis of the taxonomic formula. The taxonomic formula as an open data set makes it possible to characterize the geoecological hazards of the territory of a district. The geoenvironmental hazard map of cadastral districts is necessary for regional model of spatial planning at the municipal level.

According to the author, automated information systems play a significant role in successful implementation of the strategy of modern Russian education. The question of the citizens' personal data processing is very important, and the solution for this problem should be the adoption of legislation expressly regulating the activities of personal data operators. The authors considered one of the most effective approaches to personal data protection – anonymization, as well as identified two developments to adoption of legislation. Anonymization not only protects the interests of the state and, first and foremost, the citizens, but it is also a mechanism that will allow advertising, insurance and other companies to improve the quality of their products and services.

This article describes the problem concerning personnel consulting in Russia. According to the authors, personnel consulting is a relatively independent segment of the management consulting market.

This research is dedicated to the political specificity of elimination of «masonic underground organization» by soviet special forces in USSR. The issue of relations between communist movements with political masonry was also considered in the article. It appears that in the beginning of 1920s «freemasons» planned prospects in cooperation with Bolsheviks, while having hidden goal to «cover» Soviet government with masonic ideas. Masons of 1920s were quite satisfied with Bolshevism as a weapon to eradicate Russian national self-awareness and its Orthodox religion. Liquidation process of masonic underground, which started in 1925, was conditioned by inner-party strife between «Stalinists», conducting anti-masonic and anti-Zionist campaigns, and «Trotskyists», who appeared to be a weapon of international masonic politics in Soviet Russia. Authors conclude that liquidation of occult-masonic underground in USSR had several political goals: covering communist party leaders' masonic past, elimination masons as potential western secret service agents, threatening conservative intelligentsia, exposure masonic people from the environment of Soviet officials and cultural elites, extermination masonic alternative of communistic ideology and preparation of «grand terror» against «Lenin's guard».
