A new technology for processing vegetative plants on large agricultural areas at night with a UAV is described. The use of an unmanned aerial vehicle as a mobile platform with a device attached to it for stimulating non-thermal intensity of vegetative plants with optical laser radiation at various stages of ontogenesis contributes to the development of plants at the initial stages of vegetation and, as a consequence, at later stages of growth, increasing their resistance to certain diseases and productivity., which allows at the stage of storage to significantly increase the safety of the crop without additional investment in the vegetable store.

The article deals with the topical issue of the role of the genre canon in the work of A.P. Chudakov "Haze Sets Upon the Old Steps". The subtitle «idyllic novel» indicates a certain interaction with the genre invariant, and therefore the main task of this work is to clarify the purpose of including the idyllic canon in the structure of the novel. The issue of exemption from criminal liability based on specific elements of a crime is relevant to an array of crimes. The exemption with court fining is relatively new in the criminal law. Considering the peculiarity of dispositions of the articles 285.1, 285.2 of the Criminal Code of Russia the establishment of the application of the fine for specific crimes remains dubious. The present issue is not covered sufficiently in the theory of the criminal law. Based on scientific researches and case law, specific problems involved in the implementation of the article 72.2 in relation to inappropriate use of public and state non-budgetary funds are established in the present article.

This article focuses on the equality of the estimated late losses resulting from the application of the chain ladder model to the estimates obtained on the basis of the incremental development triangle by cross-parameterizing the rated increments of losses with Poisson distributions using the generalized linear model. In this article, the formulas of the chain ladder model are derived by solving the problem of cross parameterization of rated increments of losses. Smaller accounting groups than the risk, along which the development triangle is formed, make conclusions about the possible bases for the sharing of reserves. This issue may be relevant for the further calculation of actuarial premiums.

Early development of behavioral disorders forms unfavorable predictions and correlates with biological and social risk factors, such as attention deficit, impulse control disorder and unfavorable social environment. Most of the clinical observations confirm the effectiveness of different psychotherapeutic programs in the therapy of ODD/CD. The drug treatment is proposed to be used only in the severe cases, or in the cases when psychotherapeutic methods are not effective.

The subject of the work is innovative development, the theme is the role and specificity of «platform» management in the infrastructure of innovative development, and the purpose is to display the multi-functional variability of the participation of technological platforms in the innovation and infrastructure management practice of the EU, Russia and EurAsEC. The methodology of the work consists in the application of elements of system analysis (accepted and expected state decisions) in the innovative sphere of scientific and technological development, concerning: comparative characteristics of approaches to the creation of platforms in the EU and the Russian Federation, comparative characteristics of platforms and clusters, the order of formation of the list of platforms, proposals for regulation and requirements for the form of content and illustrative examples of functional and consolidated variability of platforms in the innovation infrastructure of domestic platforms, orientation and implementation of EurAsEC platforms. The research is based on the general scientific method (problem statement, information-analytical generalizations, classification and analogies, analysis and synthesis, inductive-deductive approach). The results of the work are that on the basis of the organizational and managerial Genesis of the EU technological platforms, the mission of the platforms in the innovation infrastructure of the Russian Federation and EurAsEC is outlined. The field of application of the results is the formation, implementation and expected prospects of domestic technological platforms. Summary. The functional variability of domestic technological platforms, which are communication tools of innovative development, is characterized by participation in the implementation of National priorities of this development, development Strategies of the Russian Federation, National projects, National technological initiatives, State and Federal target programs, Programs of measures to support promising industries, in the planned creation of the first technological valley, in clusters and technological engineering, in the formation of Eurasian platforms. Based on consideration of the mission platforms in the innovation infra-structure, contribution of organizational management Genesis platforms of the EU and the functional variability of the implementation of domestic platforms, it can be considered that the Russian Federation defined the role of the state as regulator of the platforms (not the participant or the mediator controls). The practice of formation and implementation of platforms of the Russian Federation is not without infrastructural management problems: there is still insufficient interest of big business in the activities of platforms and, as a consequence, extra – budgetary underfunding of projects and programs; «vagueness» of responsibility for the development of technologies (in the conditions of formation of " top «with the initiative of» bottom»); non-obvious coordination of interaction between platform participants and inter-budgetary regional relations; dependence and strengthening of external risks of the Russian Federation on participation/import of foreign capital and technologies; uncertainty of control procedures; lack of criteria/indicators of expected efficiency. Not all platforms of the Russian Federation and EurAsEC are guaranteed to be effective, but the success of any of them will form a new market of innovative products with the expected prospect of long-term development.

This article is related to obtaining methods for calculating the net-premium for franchise insurance certificate without taking into consideration life insurance. The theoretical foundations of such actuarial expectations are revealed, methods for calculating the mathematical expectation of a random value of insurer's loss from an event insured according to the franchise insurance certificate for gamma and logarithmically normal distributions of a random value of losses are presented, methods for statistical estimation of the mathematical expectation of a random value of the insurer's loss from an event insured in the presence of franchise insurance certificate are described in the article. The author comes to the conclusion that the obtained statistical estimation methods allow us to calculate net-premiums based on historical data without involving any known probabilistic distribution of a random value of loss from analytically specified event insured.
