The problems of unemployment and employment directly affect the development of human resources and the labor market, as an essential element of a market economy. In this regard, the article examines the relationship between unemployment and the development of the regional economy. Understanding the main problems of unemployment in the regional economy contributes to the development by public authorities of effective solutions to complex socio-economic development. The author concludes that it is important to take into account the problems of unemployment at the regional level and the need for regular assessment of the causes of their occurrence while simultaneously developing optimal solutions to offset critical changes.

The relevance of the article is due to the significance of the problem of corruption for the modern world. According to the latest United Nations estimates, the annual volume of bribes in all countries is estimated at a trillion dollars. Due to corruption, the state loses about 2.6 trillion dollars. To combat corruption, almost every country has an anti-corruption policy, which means the activities of public authorities at different levels, public organizations and citizens aimed at preventing and combating corruption. Today, the problem of conducting a truly effective anti-corruption policy is quite acute for most states. Thus, over the past decade, 154 out of 180 countries have shown negative dynamics or remained at the same level in the Corruption Perception Index. In this regard, there is a need to study the experience of fighting corruption in different countries. The American experience deserves special study. The article is devoted to students' training in decorative drawing, styles of stylization in the depiction of plants, flowers. The value of visual-dectic manuals for the stylization of natural objects is determined. Typological and functional characteristics of educational and visual aids are given. The specifics of the educational and visual aid in the form of a workbook on decorative drawing are revealed. It is proved that one of the effective types of methodological visual aid is a workbook in which examples with the phased performance of stylization, and tasks for independent implementation, which, with the help of practice and visualization, will help to help more detail the basics of graphic design.

In the present study the institution of complicity is considered, namely, the authors focus on the mastermind as one of the components of complicity. The issue of exemption from criminal liability based on specific elements of a crime is relevant to an array of crimes. The exemption with court fining is relatively new in the criminal law. Considering the peculiarity of dispositions of the articles 285.1, 285.2 of the Criminal Code of Russia the establishment of the application of the fine for specific crimes remains dubious. The present issue is not covered sufficiently in the theory of the criminal law. Based on scientific researches and case law, specific problems involved in the implementation of the article 72.2 in relation to inappropriate use of public and state non-budgetary funds are established in the present article.
