This article analyzes the features of the process of legislative regulation of land relations in the Russian Empire in the XIX century, examines the components of land government reforms in this period; the authors draw attention to the complexity and inconsistency of the normative regulation of complex socio-economic processes in the field of land use.

The reforms of state power and public education led to the creation of the national education system. The foundation of the building was laid, which was to be built throughout the XIX century. The education system had no foundation, so it could not be sustainable. This article is devoted to analysis of the socioeconomic features of the peasant reform in the Stavropol region, the main of which was sufficiently low density settlement in the region and the number of serfs. In pre-revolutionary, Soviet and modern Russian historiography the problem of evaluation of «foreign» influence in various periods in the development of Russia is more than actual, and thoroughly represented. The author notes that in this period, one of the areas of such influence was the activities of foreign («foreign») both military and civilian professionals of various profile and level, invited to the Russian service at the end of the XVII–XVIII centuries. In his article, the author, based on the study of new archival and other sources, attempts to evaluate the «pros» and «cons» of foreign influence, primarily on the development of the Russian state military science and military schools, as well as to strengthen the defense of the state during the first quarter of the XVIII century. In addition, for the first time the article introduces some archival sources into scientific circulation.

The article deals with the problems related to the reform of the rules of criminal liability for fraud in the Criminal Code of our country. A general description of the corpus delicti related to fraud and its species referred to in section 22 of the Criminal Code «Fraud and criminal misuse of trust» are given. Basing on the analysis of German legislation it was concluded that while reformation of the rules of fraud in the national Criminal Code of Russia the legislator took into account the experience of the Criminal Code of Germany.
