A comparative analysis of economic and legal approaches to the process of denationalization is carried out in this article. A systematic approach was used to identify the main actors involved in the process of reforming the social sphere to identify the consequences of political and legal decisions.

According to the author, changes in higher education are focused on the implementation of the concept of entrepreneurial university. This concept involves the changes of the basic approaches to both the organization of internal activities of higher education institutions and to interaction with other actors (the state, regional authorities, business, foreign partners). The concept of an entrepreneurial university (University 3.0.) is associated with a general reform of the social sphere, oriented toward the process of its denationalization.

The article considers the process of student's government participation at educational organizations of higher education and professional educational organizations in the activities of working groups to discuss some issues concerning students. Attention is paid to the legal component of the work of student's self-government. Analyzing the situation on this issue throughout the country, the author has noted the main directions of the development of student’s government as a civil institution of a democratic society.

The article deals with the problems of modern gambling business in the Russian Federation, political and legal, civil and economic aspects of state politics development in the field of activities regulation. The Federal Law regulating the activity of gambling business has been analyzed. The author has offered some developments of gambling business in the Russian Federation in order to increase the revenues to the budgets of the regions; to increase the attractiveness of the Russian resorts; to create more job opportunities and to eradicate unemployment.

The article discusses the election of bodies of student self-government in educational institutions of higher and professional education, which can contribute to the development of civil society in Russia. While considering this issue the author used the experience of all-Russian public organizations engaged in student self-government. The executive elections are already being considering according to the submitted scheme in various educational institutions. Creation of all conditions for the election process will allow students to develop a sense of civic responsibility.

This paper investigates the effective use of the tools of financial management in conditions of risk and uncertainty of the Russian economy. Based on the analysis of the economic situation the author identifies the need to improve financial management of the Russian business aimed at the identification and analysis of crisis signals in the organization, and ensure the solvency and financial stability to keep it from bankruptcy.

The author considers, that the Central activities of the Bolsheviks study convincingly leads to the conclusion that the banner of United Russia was raised by Stalin to solve the specific geopolitical problems of the new Russia-related foreign intervention and Civil war, as well as awareness of the separatist processes disutility for the stable new Russian statehood development.

Current economic situation doubts all universal approaches to investment attractiveness rating of small business in large cities of the Russian Federation. This problem starts to appear in small cities too. According to the authors, there appears necessity in determining citizen attitude to entrepreneurs and business generally.

This article describes the problem of state regulation of the economy, acute and topical scientific discussions. Not all countries have equal tasks: some of these tasks are social, while the others are mainly economic. For this reason there is a difference in the understanding of the essence of state regulation of the economy and implementation of its mechanisms in the development of national economy and advanced industry.

This article is devoted to legal regulation of local self-government in the Russian Federation. Analysis of the stages of development of local self-government, showed that the state-legal development of Russia has done a long way to come to the current situation, however, and the current state - is not the end point of our history.

The article discusses the position of Russian science in the 1990s, which, in this period, due to the lack of financial support from the state, was in a deplorable condition, because it did not have alternative livelihood. The support from the American exchange and research programs and funds actually became the main base for survival to many research areas in our country in this period, especially in the Humanities. In the article the author points out positive aspects of the activities of U.S. exchange programs and foundations that contributed to the survival and, in some cases, the establishment and development of new research directions, especially in the Humanities and public sphere. In addition, thanks to the American programs, there was an exchange of experiences and ideas between representatives of the research communities of Russia and the USA. However, despite overall positive effect from the activities of U.S. programs and funds in our country in the 1990s, there were also negative factors. The main of them was the so-called «brain drain» as a result of which, many Russian researchers, through exchange programs, once abroad, preferred to remain and continue their research activities outside of Russia.

These results are obtained in the course of joint research work of the Moscow Department of territorial bodies of the executive power and the K.G. Razumovsky. Актуальность темы обусловлена необходимостью расширения возможностей законодательной базы в области ГЧП и перспективами развития данного вида сотрудничества бизнеса и государства, а также неблагоприятными экономическими условиями, вызванные введением санкций Еврозоной и США. Для оптимизации указанных бизнес-процессов в статье была выявлена и проанализирована проблематика развития ГЧП в рамках практики российского бизнеса, на основании которой были предложены иные формы взаимодействия государства и компаний.

The article analyzes the causes of ethnic conflict in Kyrgyzstan. Determined that they are heterogeneous and dissimilar to geographical location (north and south). Sources of inter-ethnic conflicts are socio-economic factors. At the same time, in southern Kyrgyzstan causes of ethnic conflicts are fighting for supremacy in the area.
