The article analyzes the position of Russia in «The Global Competitiveness Index 2016–2017» in detail according to the components of innovative development. The capacity for innovation of Russian companies is estimated on the basis of statistics. The process of innovative infrastructure building in the constituent territories of the RF is examined. The article deals with the classification system of arts by American analytical philosopher Nelson Goodman. His concept of the dividing of the art-world into two types of art: «allographic» and «autographic» arts is strongly problematic. The author proves that an empirical distinction between the types of art does not negate the profound unity of the artistic world. In the arts, a variety of the material embodiment of artistic images, does not deny their common genetic code of the creative process.

In pre-revolutionary, Soviet and modern Russian historiography the problem of evaluation of «foreign» influence in various periods in the development of Russia is more than actual, and thoroughly represented. The author notes that in this period, one of the areas of such influence was the activities of foreign («foreign») both military and civilian professionals of various profile and level, invited to the Russian service at the end of the XVII–XVIII centuries. In his article, the author, based on the study of new archival and other sources, attempts to evaluate the «pros» and «cons» of foreign influence, primarily on the development of the Russian state military science and military schools, as well as to strengthen the defense of the state during the first quarter of the XVIII century. In addition, for the first time the article introduces some archival sources into scientific circulation.
