The system principles represent an information platform (a single matrix of consciousness) adapted to the consciousness of an individual – the future carrier of the system, which, in turn, organize the elements of consciousness of the system. An individual interacts with these elements, and for him they are individual. The paper considers what are the system principles and elements of consciousness of the system, similar to immunity, which define the system as information-technically immunized.

The article provides an overview of the basic principles of management of state bodies operating in the natural resource sectors of the Russian Federation, using the example of the municipal formation of the city of Sevastopol. The relevance of this topic is high, since humanity, throughout its existence, mastering all new technologies, actively uses natural resources, and does not always think about environmental safety. Vulnerability values can be used in risk assessments as part of engineering-geological surveys and other types of work.
