The article discusses the need to find new modern approaches to formation of the urban public environment, which has the necessary qualities for the accumulation, development and improvement of the intellectual and psycho-emotional potential of society. The author describes certain distortions and destructive phenomena in the social environment of the city, which lead to negative social reactions. An opinion about the ongoing loss of social identity and degeneration of the aesthetic and creative context in the society’s mentality is expressed. The ways of solving the problems of creating sustainable positive conditions for the transformation of the urban environment are proposed.

The paper presents the tension regulator of the Shuttle thread of the sewing machine, which consists of an arc-shaped plate spring, has two holes, the first for fixing the screw to the side surface of the bobbin cap and the second for the adjusting screw. In this case, the width of the plate spring along the entire length is the same. A disadvantage of the known design of the Shuttle thread tension regulator is that it is not possible to provide thread tension due to changes in the pressure force of the plate spring along its length in the areas of contact with the thread passing between the plate and the side surface.

The work carried out a historiographic reconstruction of the conceptual justification of the terrorist war in Russia of the post-reform period. The concept of a terrorist war is seen as an alternative to the concept of the Russian liberation movement. On the basis of historical evidence of the «Russian Right», objective preconditions for the formation of the concept of a terrorist war are analyzed. It is shown that the Black-Hundred literature contained the basic definitions of revolutionary terror as a total war aimed at the destruction of the Russian national state. The psychodiagnostic characteristics of terrorists by Russian psychiatrists are given. The historiographic works of modern authors of the patriotic direction are reviewed, in which the concept of a terrorist war developed in black-hundred journalism has been rethought and supplemented. The author analyzed the statistical data and historical evidence of contemporaries about the leading role of revolutionary Jewry in a terrorist war. The reveals the issue of the formation of active participants and leaders of terrorist organizations from the the Jewish Pale, as well as the problem of sponsorship and ideological support of anti-Russian terror by the special services of Western countries. The author raised a topic concerning the ways and methods of resistance of the Russian people to revolutionary gangs. Given the main characteristics of the concept of a terrorist war as an anti-Russian, anti-state, criminal activity. As a result, the author comes to the conclusion that the concept of the Russian liberation movement is palliative, ideologically one-sided, Russophobic and does not reflect the objective processes of anti-Russian terror. Conversely, the concept of a terrorist war allows researchers to uncover historically accurate facts and approach an objective study of the causes and specifics of the phenomenology of terrorism in Russia.

In this article has been analyzed the criminal responsibility for suicide (Article 110 of the Russian Federation Criminal Code), the peculiarities of its objective and the subjective side, and qualification problems in the investigation of this crime. Аbstract: the article discusses the issues related to the protection of paintwork materials from biological damage. Paint and varnish materials and coatings are exposed to damage caused by various microorganisms during operation, since many components of the materials are used by microbes as power sources. The greatest destruction is caused by bacteria and microscopic fungi. At the moment there are practically no absolutely biostable paints and coatings. Depending on their chemical composition and structure, we can only talk about compositions that are more or less resistant to biological damage. One of the effective ways to protect materials from biological damage is the introduction of various biocidal additives into their composition.

An area of research in the present article is process of obtaining new scientific knowledge in the Russian Federation. The factor of influence of institutes of a citation index on efficiency of scientific and technical progress acts as an object of a research. The main results of the conducted research are the sentences on saving of level of motivation of all categories of researchers consisting in implementation of full indexation of content of a scientific digital library of eLIBRARY.RU taking into account the available stratification, but, at least, with saving of full statistics of citings for the lower stratum now excluded.
