The author discusses the aspects of marketing development in the country, its evolution and transformation. Marketing as a science appeared in the Russian Federation after the transition state structure from a centralized to a market system. The very novelty of the subject, and especially a large flow of information, marketing in education very often leads even the experts are stumped, not to mention those who only starts to study this discipline. The challenge now facing us is to convey more detailed information and at the same time in reasonable form.

Qualitative upgrade of Russian society and the changes in the world educational space defined an objective need for harmonization of the national education system. The ongoing processes equally apply to all levels of education – from preschool to higher education. Unification of the preschool educational organizations habitual until recently was replaced by their variety, variability of educational programs, introduction of new technologies. The concept «educational institution» is changed to the new concept «educational organization». The approaches considered in article open the separate sides of the problem of management of the preschool educational organization in the conditions of transition to new conditions of independent managing. Authors pays attention to a contradiction between the developed traditional control system and need of changes of the relations providing the new nature of management in a format of cooperation, partnership, autonomous responsibility for the made decisions. Analysis of literary sources (T.P. Kolodyazhnaya, V.S. Lazarev, M.M. Potashnik, L.L. Meyer, L.S. Markov, P.I. Tretyakov, K.Y. White, T.I. Shamova, I.P. Kapustin and others.) has allowed authors to identify the specifics of the management activity of preschool educational organizations, the implementation of the operation strategies, development of education in preschool educational institution. Authors draws attention on research positions in the definition of «development program for preschool educational institution», as well as considers the management cycle of preschool organizations, describing the sequence of its stages. This article compares the position of both domestic and foreign researchers. In conclusion, it is defined that preschool management of the organization is a process that represents a set of continuous interrelated management functions and activities (actions and operations).

The article deals with the problems related to the reform of the rules of criminal liability for fraud in the Criminal Code of our country. A general description of the corpus delicti related to fraud and its species referred to in section 22 of the Criminal Code «Fraud and criminal misuse of trust» are given. Basing on the analysis of German legislation it was concluded that while reformation of the rules of fraud in the national Criminal Code of Russia the legislator took into account the experience of the Criminal Code of Germany.

Using cognitive-conceptual analysis, the variants of of contensive correlation in verb formation of the English analytical phrasal verbs (with postpositions out, in) and German synthetic in nature prefixal verbs (with prefixes aus-,auf, ein-) with analytical derivation are considered. Notional (conceptual) synonymity of the role of of the corresponding English verbal postpositions and German prefixes in this process of perfective verb formation is analyzed.

The paper is devoted to investigation of priorities in the Russian educational space, which in today's globalized world is becoming an integral part of the world educational society. The methodological research base is represented by social and philosophical principles of systemacy, anthropocentrism, humanism, socio-cultural identity, universality and functionality.

In the given above work the analysis of the theorist – methodological bases of management of the organizations as social and economic systems is submitted. Today it is obvious that for a survival in the market and preservations of competitiveness of the organization they have to make changes to the economic activity. In this regard it is necessary to pay more attention to increase of effective management of social and economic systems of branch in which they function. The question as the organization is essentially important can resist to the changes of environment often arising, but irregularly and is almost unpredictable; by means of what preliminary measures they keep the viability and achieve the planned objectives. Therefore to the forefront of economic development of the organizations there are problems of revision and reconsideration of bases of management of social and economic systems.
