The paper considers the problem of the formation of a competent manager, who is able to fulfill the tasks, aimed at effective organizational development of not only autonomous enterprises, but also intensively forming innovative cluster formations of regions that is relevant in the current economic, social and political development of the Russian Federation. The author used methodology of the regulated influence of pursued policies and programs and such sociological methods of work as the collection, analysis, generalization, systematization of information.
