Social psychology approach to cultural dynamics used by the authors formed within the framework of the cultural and historical concept is a comparative analysis of cultural-historical process that helps to identify its main characteristic features of a particular cultural community, which are the most sustainable socio-cultural entities (cultural forms) and perform translation-communication function of the culture impact on personality development and social relations. This article is intended to identify advantages of applying process-oriented approach to the increased efficiency of medical support quality management. To achieve this goal it is necessary to solve a number of tasks, consisting in the implementation analysis of definitions and identifying the specifics of medical support quality management contributed to confirming formulated hypothesis according to which administrative approach in quality management in the provision of medical services has less managerial potential than the process-oriented method, and it is more oriented to meet the needs of individuals in high-quality and affordable medical care. Theoretical and methodological basis is laid down by principles and aspects of activity and system approach as well as common management patterns acting as programmability of social actions applied in process-oriented approach. The author used methodology of the regulated influence of pursued policies and programs and such sociological methods of work as the collection, analysis, generalization, systematization of information.

The article looks into the ways of forming students’ ability to self-education in technical universities. It is defined that the work done by students on their own is the basic factor in successful achievement of the learning goals – formation of students’ multicultural personality and their communicative competence. One of the tools of such abilities development is communicative activities held by an English teacher in the classroom. Regular implementation of the communicative approach to learning forms students’ ability to self-education not only in the university but in their future career.

The article discusses the role of independent learning of foreign languages as an effective form of language education, that promotes acquisition of strong language skills and raises the interest in the foreign language among students. The author pays attention to the goals and objectives of independent learning, its organization, content, types and forms. It is concluded that systematic and carried out independent learning has a great educational value and contributes to the acquisition of the foreign language.

The article discusses the results of the survey conducted in the 4th grade of the secondary school №11 in the city of Yaroslavl in order to identify the extent of students’ employment, their lifestyle, fatigue, certain sanitary-and-hygienic indicators of the educational process. The authors have studied the illuminance level of the classroom, analyzed the school timetable, provided some recommendations.

The article proposes a method for calculating the taxonomic formula for the geoecological hazard of the cadastral district. The engineering-geological zoning map uses for calculating the balance of the territory by the hazard index – the basis of the taxonomic formula. The taxonomic formula as an open data set makes it possible to characterize the geoecological hazards of the territory of a district. The geoenvironmental hazard map of cadastral districts is necessary for regional model of spatial planning at the municipal level.

The subject of the study is the institution of criminal procedural liability. Sanctions of criminal procedural liability, namely a monetary redress, received the first legislative consolidation in the new Criminal Procedure Code of Kazakhstan. Who the pecuniary punishment is applied to is fixed in the article 159 of Code of Criminal Procedure of the Republic of Kazakhstan. The size and procedural order of its application is regulated by the article 160 of Code of Criminal Procedure of the Republic of Kazakhstan. The authors analyze the introduction of the judicial mechanism of pecuniary punishment and the existence of the Code of Administrative Offenses on the monetary redress expressed in the form of an administrative fine and conclude that it is difficult to differentiate the sanctions of criminal procedural responsibility in the form of a monetary redress and an administrative fine for the commission of criminal procedural violations. The authors present their own arguments to address the duality of application of the Code of Criminal Procedure and the Code of Administrative Offenses to bring to criminal procedure responsibility and administrative responsibility for the same criminal procedural violations.
