The subject of this monograph is the disclosure of issues of patriotic and legal education of students of higher education as the most important components of educational policy in the university. The urgency of the concept of education of viable generations of Russian youth is substantiated, which assumes to be law-abiding, socially responsible, possess a developed sense of inner freedom and dignity, and be a patriot. We are talking about mastering students during their studies at the university with civic maturity and social activity, legal culture, careful attitude to the moral and moral values ​​of the rule of law state. Research data are given.

The relevance of a question is caused by insufficient level of modernization processes regulation and formation of educational systems in regions. The higher education markets and labor markets are insufficiently interconnected in regions. The main tendencies of higher education development by the example of Siberian regions and the Far East are presented in the monograph. Mainly, they are ambiguous or adverse by character. To overcome unpromising tendencies it is necessary to develop interaction of interested parties and systematized researches of regional higher education on a reliable information base. The offered recommendations, submitted to alignment of competitive positions of regional higher education institutions are addressed to the representatives of the regional and federal authorities, the analysts and the researchers of labor markets and higher education.

The monograph deals with the crucial problem of the Russian emigre education theory and history. Russian émigré pedagogical journalism is an important part of the educational legacy of Russia abroad. N.A. Hans’ publications in the émigré periodicals is a vivid example of the new reception of the theory and history of education problems, innovative approaches to the foreign experiments in the school practice contemporary school policy.
