The article deals with the scholarly legacy of N.A. Hans, Russian emigre educator who became one of the leading world researchers in the field of comparative education. The authors analyze his relations with the prominent figures of Russian emigre pedagogic thought, his impact on the international comparative education theory.

This paper presents several new asynchronous FIFO designs. While most existing FIFO’s have higher throughput for higher latency, our goal is to achieve very low latency while maintaining good throughput. The designs are implemented as circular arrays of cells connected to common data buses. Data items are not moved around the array once; they are enqueued. Each cell’s input and output behavior is dictated by the flow of two tokens around the ring: one that allows enqueuing data and one that allows dequeuing data. Since the problems were found in gray code's nature, both FIFO architectures represented in this paper use a modified gray code counters to pointers comparison and addressing the memory array. In the first architecture of FIFO buffer, memory array is addressed by binary code while the pointers are converted to gray codes and compared synchronously. In the second architecture of FIFO buffer memory array is addressed by gray code, but the gray code pointers comparison proceeds asynchronously. These changes give the advantage over the first architecture to reduce latency and power consumption.

The article carries out an analytical review of different approaches to defining the “green economy” phenomenon. The main fields and ways of using this term are described. The existing environmental management tools (environmental impact assessment, certification, auditing and the best available techniques) do not allow to evaluate environmental compatibility of projects and technologies, and are not able to specify the ways of their optimization. The authors suggest estimates of non-wastes, specific consumption, ecological and economical effectiveness, land capacity. The efficiency of reducing their values to a single integral component was proved in the article.

This requires to take the peqularities of agromarketing system into consideration, as the system encourages the achievement of buying and selling efficiency of agricultural goods. Under the conditions of free enterprise manufacturers should on their own make decisions about pricing, observe the amount of customers and their purchasing power, determine external and internal factors, observe the amount of salesmen and the level of market supply, determine the most effective market, access to foreign markets, plan and predict. The auther considers the abovementioned to be the reason for approaching agromarketing as a system.

The article outlines the results of studying the major problems concerning supporting competitiveness and quality of dairy products in the Crimea.
